I'm still trying to figure out what exactly an editorial mandate even IS exactly! But more imortantly, how it can be stopped!

From what I understand, "Editorial Mandate" is when an editor tells a writer that something in his story needs to be changed and the writer can't do a thing about it. he/she has no choice but to change it according to how the editor sees fit.

So even if the editor pretty much comes out and says: "This story is too good! You need to make it dumber!... Dumber... Dumber!... okay, that's dumb enough for now, I'm sure the readers will FINALLY be able to understand it, but just in case, we'll have to think about killing off that little brat Lian Hooper or what ever her name is and maim her lousy father too, just to be sure the paint-sniffing troglodytes who read this junk still can't decide if they're reading or halucinating yet." And the writers says in a sarcastic tone: "Why stop there? Why don't we give Roy a heavy robot arm, drive him insane and have him act like a jerk to people until it becomes painfully obvious that he's now a dangerous generic 90's anti-hero but the Justice League is still too stupid to try and stop him from going on a killing spree?" And the editor says:"My... GOD!!! That is BRILLIANT!!! We are SO making this happen!" The editor in question STILL won't get fired for being an incompetant scum-bucket?!
